Oliva presents itself as a site for the Europan 15 competition
In 2019, Oliva City Council in conjunction with the Second Vice Presidency and Ministry of Housing and Bioclimatic Architecture of the Generalitat Valenciana, through its current General Directorate of Ecological Innovation and Bioclimatic Architecture, presented “Els Rajolars d’Oliva” as a site for the Europan 15 ideas competition: “Productive Cities”.

Launch of the Europan 15 competition
Europan is a European federation of national structures that organise competitions for architects under 40 years of age for urban-architectural projects, launched simultaneously by several countries that share a theme, regulation and objectives. This edition sought to highlight the issue of ecological transition in projects for the productive city of the future.

Europan Spain Awards Ceremony (E15)
The competition rules in favour of the “Productive Memories” proposal from Terrario Arquitectura. Following the competition phase, Oliva City Council commissioned the professional drafting and implementation of the Master Plan, “El Rajolars d’Oliva”.
January 2022
Award ceremony and exhibition of projects awarded to Oliva
Oliva City Council organises a conference with the winning teams from the Europan 15 contest in Oliva. The day involved a guided tour of the Els Rajolars area followed by an event at the Multipurpose Centre with the awarding of prizes and the public presentation of the winning projects. The event ended with a round table during which the young architects discussed the issues most relevant to the site. The day also saw the inauguration of the exhibition of the winning panels, which can be visited for a limited time in the multipurpose centre.

Master Plan Contract for Els Rajolars, Oliva
The Master Plan is a fundamental tool in the development of the Els Rajolars project, since this is the guide that allows it to be turned into reality. It includes an in-depth study of the municipality, as well as all the aspects that must be contemplated and taken into account for its realisation. The objective of the document is to coordinate the future urban, social and environmental development from Els Rajolars.

Delivery Master Plan Phase 1
The Master Plan is part of the municipal initiative to solve the issue of a run-down urban plot, Els Rajolars. The initial needs of the area, laid out in the program “Els Rajolars: Resilient Regeneration”, focus on 3 initial challenges: the incorporation of new productive uses, the conservation of its heritage elements and protection against natural risks. These challenges represent a starting point for focusing the thematic blocks of an analysis of the current state: Functional environment (Economy, Endowments, Housing, and Mobility), Built environment (Architecture and Urban Landscape) and Physical-natural environment (Green Infrastructure and Hydrological Network).

Sharing the Master Plan with the City Council and the public
Once the analysis was carried out, the second phase of the Master Plan was launched, involving a process of debate and citizen participation in which the needs and proposals of the residents of Oliva were collected and the conclusions of the first phase of the assignment were shared. This sharing was planned around the different actors involved. On the one hand, a series of meetings between local political and technical agents. On the other hand, the citizens of Oliva were invited to participate in a workshop and complete an online survey.
2023
Final delivery Master Plan
The final document of the Urban Development Master Plan for Els Rajolars, Oliva includes the guidelines to be followed in the future development of the area, as well as the concrete proposals for intervention once considered in the previous phase. This strategic document is intended to establish the guidelines for action in Els Rajolars in the future and serves as a roadmap to achieve the objectives envisaged by the government team in future assignments. The plan also has a time schedule and a budget estimate that justifies the viability of the final urban development.
